For the last part of the quest, you'll be given a buildable arcade machine (step 1 checked) but the second step requires you to play a machine too. So what do you do? Collect and use materials to build the machine? Spend SimCash to skip this step?
Ignore the 'helpful' instructions in the quest dialog. If you're anything like me, you'd rather have your cake and eat it too!
Go play on a friend's arcade machine.
That's it--because all you have to do is 'play on [any] arcade machine once.'
